Citizens' Oversight Committee - Measure H
The Citizens' Oversight Committee (COC) is responsible for monitoring the expenditures of Measure H bond funds by the Brea Olinda Unified School District and then advising the Board of Education and the public whether such expenditures comply with the law. Measure H is a $160 million school bond approved by voters on November 5, 2024.
Under the California Constitution and Education Code, bond funds are restricted and may be spent only on the construction, reconstruction, rehabilitation, replacement or equipping of school facilities. Bond funds may not be spent on general administrative or operating expenses, including teacher and administrator salaries.
As part of its oversight function, the Committee functions and roles include:
- Audits: Review annual financial and performance audits as required by Prop 39
- Reports: Prepares both annual and final reports for the Board and the public
- Inspections: Participates in physical inspections of school buildings and grounds as coordinated by the district.
- Maintenance: Reviews deferred maintenance plans.
- Cost-Containment: Assess the district's efforts to maximize bond revenues through cost-containment measures.
Note: The COC does not have the authority to determine how bond funds are spent. The committee is not an advisory group to the Board in decision-making, but rather acts as an oversight body.
The committee requires a minimum of seven members, who are appointed by the Board of Education and are drawn from among the following groups: Brea business organizations, senior citizen organizations, parents or guardians of Brea Olinda USD children, taxpayer organizations, and the general public. While committee members are appointed by the Board of Education, the COC is independent of the Board and the Brea Olinda Unified School District. Committee members may be removed only on limited, narrowly-defined grounds.
Committee meetings will be held at minimum, twice per year at the Brea Olinda USD main office beginning at 5 p.m. Regular attendance and active participation are expected because the Committee has important work to do.
